The Nanbu Jukan Railway opened in 1962 between Chibiki and Shichinohe, and was later extended to Noheji using the trackbed of the former Tohoku Main Line that was created by a track switch. The Nanbu Jukan
Railway, which operated freight services until 1984, also owned freight cars, of which the Wafu 1 and Wamu 11 were former JNR Wamu 3500 series cars, and the Wafu 1 had a conductor's room.
